SCORM Cloud alternatives: pick by the job you need done

SCORM Cloud is not an authoring tool, so "alternatives to SCORM Cloud" is really three questions. Do you want to test a package before it goes to your LMS? Host a course for people who have no LMS? Or send one course to many LMSs and keep it updated from one place? Each has a different set of alternatives, and the fairest way to compare is job by job.

Short answer

For testing, SCORM Cloud's free tier is still good, and a browser-based viewer that needs no account is faster. For hosting courses outside an LMS, a small LMS such as Articulate Reach (bundled with Articulate 360 AI) or iSpring Learn is usually cheaper per learner than SCORM Cloud's registration pricing once you pass a few hundred learners a month. For dispatching one course to many LMSs, SCORM Cloud Dispatch is the vendor-neutral option; the authoring tools now do the same thing for their own courses, which is simpler if all your content comes from one tool.

What SCORM Cloud is and what it costs

Rustici Software, founded in 2002 in Franklin, Tennessee, wrote much of the reference implementation behind SCORM and sells three things: SCORM Cloud (a hosted player and tester), Rustici Engine (the same player embedded inside LMS products) and Content Controller (licensing and distribution of content to many LMSs). Rustici has been part of Learning Technologies Group since 2016, and LTG itself was taken private by General Atlantic in April 2025.

SCORM Cloud plays SCORM 1.2, SCORM 2004 2nd to 4th editions, xAPI, cmi5, AICC, LTI 1.1 and 1.3, plus MP3, MP4, YouTube and PDF. Pricing is by monthly registrations, where a registration is created the first time a learner is associated with a course: free for 3 courses and 10 resettable registrations, then $40 a month (Tester), $90 (50 registrations), $180 (100), $360 (300), $1,100 (4,000), $2,000 (10,000) and $5,000 (50,000), billed every 30 days with overage fees on most tiers. Paid plans have unlimited storage and no setup fee.

On Capterra it rates 4.6 out of 5 from 51 reviews. The complaints are about SCORM itself more than the product: limited reporting compared with xAPI, no scheduled start times, and courses opening in new windows that learners close by accident. G2 has a single review, which tells you most buyers are developers and L&D engineers who do not write reviews.

Job 1: testing a package before it goes to the LMS

OptionCostWhat you get
SCORM Cloud free tierFree, no expiry3 courses, 5 GB, 10 resettable registrations, full standards coverage, debug logs
Recourse SCORM viewerFree, no accountOpens a SCORM 1.2 or 2004 zip in the browser and shows completion, score and every API call
Your LMS sandboxIncluded with most LMSsThe only test that proves your exact LMS build behaves, but slow to iterate

SCORM Cloud remains the reference for "does this package follow the spec". A browser viewer is quicker for the common case of "why did completion not fire", because you can watch the SetValue calls as you click through. Test in your real LMS last, because LMS players disagree with each other more than they disagree with the spec.

Job 2: hosting courses for people without an LMS

SCORM Cloud can invite learners directly by public or private link and track them, which makes it a tiny LMS. The question is cost per learner. At $360 a month for 300 registrations you are paying over a dollar per learner-course per month, which small LMSs undercut:

  • Articulate Reach is included with every Articulate 360 AI Teams seat ($1,749 a year) with 300 active learners a year, so it is free if you already own Articulate. It is a native home for Rise and Storyline output, with dashboards, CSV export and reminders by email, Slack or Teams. Articulate's pricing FAQ still describes a Reach Pro tier from $3,600 a year for 1,200 learners, though a pricing tracker reports it was removed as a listed plan in September 2026, so confirm before you budget.
  • iSpring Learn takes one-click publishing from iSpring Suite and iSpring Cloud, with its own pricing on iSpring's site.
  • Coassemble and Easygenerator both track results natively for courses built in them (Easygenerator's Gradebook shows 100 learners on Pro and all learners on Team), which covers the "no LMS" case without a second product.

None of these play third-party packages as broadly as SCORM Cloud does. If you need to host someone else's SCORM 2004 4th edition package with sequencing, stay with SCORM Cloud.

Job 3: one course, many LMSs, updated from one place

This is Dispatch. You export a shell package (SCORM 1.2 or LTI, so the destination LMS does not need to support xAPI or cmi5), the customer imports it, their LMS launches the shell, and SCORM Cloud plays and tracks the real course. Add a new version in SCORM Cloud and every connected LMS gets it without re-sending files; for learners mid-course you choose whether they restart or continue. High-level results go to the LMS and detailed results stay in SCORM Cloud. Content Controller does the same at enterprise scale with 12 KB packages, learner-count or expiry licensing, and exports to SCORM 1.2, SCORM 2004 3rd and 4th, AICC, cmi5 and LTI 1.1 or 1.3.

Since 2025 most authoring tools have built the same mechanism for their own courses, which removes the need for a separate dispatch product if all your content comes from one tool:

ToolMechanismFine print
SCORM Cloud DispatchSCORM 1.2 or LTI shell, any source standardPriced per registration; restart or continue per version
RecourseLive SCORMTeam plan; one package per LMS that updates in place
Articulate RiseConnected Packages, SCORM 1.2 or 2004 (Oct 2026)Not recommended for strict audit trails or LMS version history
EasygeneratorDynamic SCORMNot for xAPI packages; structural edits restart learners
dominKnow | ONEConvey SCORM stubCompletion and score pass back; limited use included on every tier
Create by ConfirmSCORM for LMS re-release"Re-release and retain" keeps progress; Backup SCORM cannot be updated
GomoSCORM LMS wrapperRequires the Authoring + Delivery tier
CoassembleDynamic SCORM by defaultNeeds an active subscription; static package on request

The trade-off is the same everywhere: a hosted package needs the vendor's servers reachable at launch time, and an edit changes what every learner sees, so compliance content that must be frozen still belongs in a static package. Dispatch's advantage is being neutral: it works for a Storyline course, a Captivate course and a PDF in the same account.

Where Recourse fits

Recourse builds software training people can practise: a recording of the real system goes in (through its Chrome extension or any uploaded video), and a simulation with Demo, Practice and Evaluate modes comes out, wrapped in a course. It overlaps with SCORM Cloud in two of the three jobs. For testing, its free SCORM viewer opens a package in the browser with no account. For distribution, simulations and courses built in Recourse export as static SCORM and xAPI on the Pro plan, and on Team as live SCORM that updates in every LMS when you edit. Solo shares courses by Recourse link and has no SCORM export. Recourse is free for 30 days with full access; Solo, Pro and Team are priced on request.

What Recourse does not do

  • No overlay on the live application and no in-app guidance.
  • No branching yet: each simulation follows one right path. Branching is on the roadmap.
  • No LTI, cmi5 or AICC output.
  • No native LMS.
  • No threaded review comments.
  • Desktop applications only through an uploaded video.

It also does not host third-party packages and is not a general-purpose player, so if your need is "play anyone's package anywhere", SCORM Cloud or Content Controller is the right tool.

Frequently asked questions

How much does SCORM Cloud cost?
The free tier allows 3 courses, 5 GB and 10 resettable registrations with no expiry. Paid plans run from $40 a month (Tester, 10 registrations) through $90, $180, $360, $1,100 and $2,000 to $5,000 a month (Ultra, 50,000 registrations), billed every 30 days, with per-registration overage charges on most tiers. A registration is counted when a learner is first associated with a course.
Is there a free way to test a SCORM package?
SCORM Cloud's free tier is the long-standing option. Recourse also publishes a free SCORM viewer that opens a SCORM 1.2 or 2004 package in the browser with no account and shows completion, score and every API call the package makes.
What is SCORM Cloud Dispatch?
Dispatch exports a shell package, SCORM 1.2 or LTI, that you import into any LMS. The LMS launches the shell, SCORM Cloud plays and tracks the real course, and high-level results flow back to the LMS. You add a new version in SCORM Cloud and it updates in every connected LMS without re-sending files; for in-progress learners you choose restart or continue.
Who owns Rustici Software?
Rustici Software, founded in 2002 and based in Franklin, Tennessee, has been part of Learning Technologies Group since 2016. LTG was taken private by General Atlantic and delisted on 1 April 2025.
